This speech marked a key turning point in Yugoslav history. For it helped to solidify Milosevic’s rise to the president of the federal government. Appealing to Serbian’s irredentist claim, Milosevic’s anti-Albanain rhetoric helped pave the way for the revocation of Kosovar autonomy. With a series of constitutional amendments adopted in 1989, Milosevic formally dissolved Kosovo’s local police force and educational privileges, effectively handing control over to Serbian officials (Kosovo’s police and judicial systems).10 The amendments amounted to what one observer described as ‘an illegal regression to pre-1975 statutes’(Anonymous, 1995, p. 36).

In the aftermath of Milosevic’s decision, many of the republics, including Croatia, Slovenia and Bosnia, came to view the dissolution of Kosovar autonomy as both hostile and offensive. As Denitch points out, ‘Milosevic’s bullying encouraged the reactive growth of varying other nationalisms’ (Denitch, 1994, p. 61). In short, Milosevic’s actions marked the beginning of the Kosovar Albanians’ organized campaign for national independence. More importantly it would raise a vital issue as to whether a newly autonomous Kosovo would resolve the longstanding ethnic hatreds in the region.
